Paulie was in charge of the rides. He's also a cheap asshole so he got some white trash pieces of shit for the ride who cut costs on safety. The ride malfunctioned and Bobby's kid was on the ride and could have gotten seriously hurt.

You have to wonder if Janice and Bobby's kid had been seriously injured and hurt on that ride and then the guy had told Bobby that Paulie was behind it all, how would Tony react to Paulie causing his sister and niece to get hurt bad and then saying fuck them like he did? Paulie didnt care and got away with it but if they got hurt then Tony would care a lot and Paulie would have to answer for that to both Tony and Bobby, that would be a major problem for Paulie, his arrogance would get him hurt.

Ralph says that he didn't do it. If Tony chooses not to believe him, what else is he supposed to say? Let's not forget that Ralph fucking hates Tony, so he's not gonna show sympathy. Especially with what happened to his son. He's gonna say what he said: Who cares? It's just a horse. He's a top earner and he's constantly catching shit from the boss.

That's how I read the scene. No one knows the truth and you can't say for sure that Ralph is guilty.
