Not sure, people all over the world seem to get away with using it though. I've seen other unique cars with similar steering wheels that are road legal/registered too.
I'd say so, it's not really awkward to spin at all once you're used to it. This is the first time I've driven the car (on road) and the only difficulty I found was reaching the turn signals from behind the pods, but again you get used to that too after driving it a little while.

Does is rotate as much as a normal steering wheel? It seems too awkward to spin all the way around... Or is it more sensitive?

It is 100% Legal.
Several cars in the past have had bizzare wheels as standard. eg. Austin alegro had a Square steering wheel.
