I think this was a play of some kind, but as to the dress code. I think men and women no matter where they are should dress appropriately. It's very easy to do men and women do it everyday when they get up and go to work. Why? Because they know that hoochie outfit or showing up with just a wife beater to work to show your muscles won't cut it. People can control themselves they just choose not to.
