Het is een laaginstelling:
Laag>>Laageffecten>>schuine kant/relief
Of dubbelklikken op de laag thumb en kiezen voor schuine kant/relief. En vergeet "voorvertoning niet aan te vinken om te zien wat je doet!
In het engels "licenceplate effect":
Layer>>Layer style>>bevel and emboss
