I've heard Norway was offering or considering to offer licenses to tourists but I can't find any information at the DFO in regards to how a tourist can obtain a license to hunt seals.
On the other hand i've found a statement that they issued 14,000 licences in 2007 and this :
"A freeze on new commercial seal licences is in effect for all areas of Atlantic Canada and Quebec (with the exception of the Quebec Lower North Shore, Aboriginal sealers, and the hunt for grey seals)."
BTW, by DFO I mean the Department of Fisheries and Oceans of Canada. The Marine Mammal Regulations here in Canada don't have provisions for tourism either.
NL Premier Danny Williams in his March/06 letter to the IFAW states: "Licensing policy requires a commercial sealer to work under an experienced sealer for two years in order to obtain a professional license. Personal use sealers must undergo training and have a license."
This tourism bull obviously came from an overzealous anti-seal hunt protester that thought Canadians had such an industry simply because Norway did. And of course, this person thought no verification was required because the ends justify the means. :-/
