Im pretty sure that they will release a special edition of The Dark Knight probably this December to start the hype again for The Dark Knight Rises and they will probably include a tribute to Heath Ledger which will probably include this footage. They released a similar thing with Batman Begins before TDK came out.

Yes, the footage you see here was taken by a civilian, but, in the shot you can see a vehicle following Heath with a high budget movie camera attached, as if they were filming him skate boarding for a scene...

Well, the second Joker you see isn't Heath; it's his double. Heath only appears in the video briefly at 0:23 where he is seen skateboarding in Joker makeup while being filmed.

That's exactly why I uploaded it. By now, there's a good chance this video doesn't even exist on MyFox Chicago's site anymore. If it does, it's buried somewhere and it's only a matter of time before it gets lost/deleted. And, since it doesn't seem they used the skateboarding footage in any of the special features, this is probably the only place you'll ever see Heath skateboarding on set in Joker makeup. I uploaded the footage of the semi flip filming for the same reason.
