I am more than pleased with city government - I don't see any freestaters out there filling in potholes, doing CPR, dredging ditches, replacing culverts, dealing with drunk drivers etc etc. That guy at the end...?....puleez - acting like his name was just pulled out of a hat for constant police harassment - ridiculous.

Even the city manager uses the word "typically" when describing his employee's good behavior. He seems to think that just because they do more good than bad, that the bad shouldn't even be addressed. It seems there's no desire to strive for excellence, just the feeling that you're doing more good than bad.
