The rule of law is missing because of the rebellion.
Remove the conflict between the GRP and the MILF then people will feel more secure if they see more police that enforce the laws rather than soldiers in their towns and villages. What you're witnessing is the result of this non-ending rebellion against the government that affected you, your family and everyone else who live in those regions afflicted by the ongoing conflict.

Respect for this will come from a truly multi-cultural PNP operating without oligarch control from Manila/ruling clans.
Conflict is not good for anyone- in particular if you are living as civilian in Southern Mindanao/Sulu or AFP or MILF, etc.
Philippines suffers terribly from this (taxpayers, investors, lack of food, etc).

If it directly affects them, then they will act. At the moment, the GRP is sticking plasters over the real cost of warfare in the south Philippines. The evidence of this is plain to outside observers - poverty, disease, 'sick man of SE Asia', etc.
It's about time that people woke up to reality and sorted this issue out peacefully.
