actually electoral votes are based on the decision of the people. they only pledge their votes in the beg., its not definite... they base it off the popular votes. what happened w/ bush and gore was that when the prob. went to the supreme court they sent it back to the state courts and instead of them counting electoral votes it was the popular vote that was given to bush which swayed the electoral votes his way, which is why everyones vote counts and it is extremely important that YOU vote.
