I thought this was filmed in 1899, which would indeed be 'just before the turn of the 20th century'. This was filmed in the Biograph studios in New York by a guy called F. S. Armitage. The lady is a Parisian chanteuse called Eugenie Fougere, known on stage by her surname.
I had to comment again. I'm listening to KEXP 90.3 FM Seattle Radio and she's fliping around to the music. This is fantastic footage. Thank's so much.
Actually I believe this was filmed in 1899, but for some reason not copyrighted until 1902.
