"off road" refers to the sound level of the system. roush also makes a "legal" exhaust, and they are both legal but the offroad exhaust is much louder.
"off road" has nothing to do with the sound level of the system, although they are usually louder. Off road refers to the system not being street legal as opposed to legal being CARB certified. It does mainly have to do with whether the cats have been deleted or not.

legal roush exhaust isn't nearly as loud. sounds basically stock. offroad exhaust is the illegal one but sounds great

NICE! I just installed this O/R exhaust on my 04, the left pipe doesn't sit quite right so I still have some tweaking to do. Nice truck!
