The ones best in position to develop these mines are the Indians.They enjoy VERY warm relations with the afghani people(thats important in a tribal society,I am sure you all know this ;) )& state.Another big advantage on the Indian side is the relatively cheap labour back home to mine out these minerals and a strong manufacturing industry also helps,if not present can be easily set up with existing infra in India.Freight costs would be ultra low too! But Indian politicians suck big time!Go Ind!

China and Russia have no say in Afghanistan's natural resources.
