There is not sovereign country in the world named "taiwan." This is a PART OF CHINA, a PROVINCE OF CHINA. Its status is not different from Hong Kong and Macao, 2 Special Administrative Regions of China; Hong Kong and Macao respectively have their own LOCAL government, their own LOCAL currency, their own LOCAL customs, etc. They respectively issue their own passports and visas. However, they have neither sovereignty nor statehood of their own; they are also, like Taiwan, PART OF CHINA!

After WWII(1945), Japan returned TW island to the ROC government as a result of their defeat. The communist started a REBELLION against the ROC govt in 1946. The ROC govt was defeated in 1950 and fled to TW. Communist established People's Republic Of China. Theoretically, PRC is the renegade state. Also, TW is the territory of ROC since 1945. PRC has no right to claim someone else's land.

You raised the example of Ottawa and provinces of Canada, I can enter British Columbia with a visa issued by Ottawa, can I enter Taiwan with a visa issued by Beijing? I don't think so. The provincial and federal responsibilities/authorities are all in the textbook, while Taiwan itself holds BOTH provincial and federal authorities. Clearly, Taiwan is independent.
