That is definitely a hack. Not to be a killjoy, but there are several tell-tale signs.

1) The fortress layout was changed

2) The "HELP" bubble was in the wrong place

Yea they are the same thing, but from rival companies. On roms they are simply under the "cheat" tab, kind of how "open" is under the "file" tab in any browser.
