雑種かもしれないけど、北国系の犬の様だから「彼は（彼女は）暑いんだと思います。」
もともと皆さんもご承知のとおり、犬はヨダレ（汗）を皮膚からうまくかけないから熱がこもりやすい。
だから、水に足を付けると気持ちいいのでしょう。
なお、熊さんも似たようなもので水溜りの中で格闘すれば、熊の体力は無尽蔵！
