Jay said the title is a reference to their (perceived) injustices. Race horse owners and track owners torture animals but don't get imprisoned. T.I bought weapons with silencers, which he doesn't condone, but he acquired them legally. He went on by referring to how Dick Cheney shot a man in the face, hunting animals and wasn't prosecuted. I disagree with him. I think Michael Vick got off lightly for example - Jay Electronica is a genius nonetheless.
