As someone who lives in Toronto I understand the pardoy. Too many people in Toronto do get upset at the meager amount of snow that we get. Sometimes if gets to 30-40cm it's understandable, but sometimes if there are light flurries people complain and it's quite childish.
However not everyone in Toronto is rich like the people parodied. A lot of people are just immigrants that haven't ever seen snow in their lives.

The snow can get bad enough that the military is important.

You're both incorrect. Downtown Toronto recorded roughly 113cm (45") of snow between January 2 and January 15, 1999. The two largest shots were about 40cm (16") on the 2nd and 3rd, then a series of three 20cm storms from the 11th to the 15th. It was the most snow ever recorded in the month of January since record keeping began in 1843. That being said, probably not army worthy type snow.
