Yes, that part about a "questionable translation" is a Rurouni Kenshin reference. Viz's translation of the manga doesn't come close to Media Blaster's dub of the anime, "oro" or no.
As you might remember from the old translation, the guy does indeed say something about how "we feed the strong and cook the weak"...the opportunity for the in-joke was too good to pass up.
