what about doing cardio in the morning doesnt people's body spend all the carb during sleeping and when wake up and do cardio, than doesnt body use the fat as the energy?? do u recommand it??

hey every1 ive got a serious question
im 17, and i lost quiet a bit of weight but i kinda got a fold of skin on the bottom of my belly
its not big or anything but i am about 17% body fat
i was wondering, from eating strict and doing HIIT cardio
will i still be able to get rid of that fat?
or will this always be there since it is extended skin you could say?
ive got abs i know that, they are slighty visible
