The same anti-Belgium slur appears in the book 'Hitch-hiker's Guide to the Galaxy', by Douglas Adams. That book reference was meant to be silly. I presume that the Belgium denigration is just a surreal comedy situation, rather like the 'Spanish Inquisition' in Monty Python's Flying Circus. If you are not offended by this, then I guess it doesn't matter.
