It's Los Angeles. If it wasn't Maria Sharapova, it wouldn't have any audience like the match between Cirstea and Radwanska. The tour hasn't been promoting this event enough, it's been like this for the past few years. Now the tour has no sponsor, say bye bye to the tournament probably in the next year or two.

@Teerins Unfortunately last year I was right. This tournament no longer exists and is removed from the calendar, replaced by San Diego. Told you it wasn't going to last.
