Reason is so pilots in other aircraft can see each other whilst moving on the Tarmac or taxxing no use having shades down cause it could cause a collision, also so incase of emergency emergency crew can see inside the aircraft for safety purposes and passengers can see out. I am a pilot my self for qantas and this is an airline federal requirement.
the reason is that, if an accident was to occur prior to take-off or landing, the whole passenger will see sign of smoke or fire obstruction from the windows.
As a Crew Member, the reasons my carrier (US carrier) requests the same is to allow the lighting in the cabin to match that of the outside. Your eyes adjust quicker. Some airlines "adjust the cabin lighting for take-off and landing" using the same logic. Also, as stated by Maxbravo, it is so the crew can assess the outside conditions as they move the the aircraft during an evacuation.

the reason is:
in case the engines are on fire, or something happen, so pax (passenger) can see easily notifiy that n inform flight attendants!

My reasons are
1. In the emergency cases flight attendents can easly see situation from the outside the aircraft.
2. The lights in the aircraft can help other aircrafts pilot see the aircraft in the night time.
