While not in streamline position, the shoulders move more freely. Trying to manipulate the upper lungs (this is the key), there is a certain movement of the shoulders as a by-product of the lungs manipulation.

The motion is starting from the upper lungs - this is the most basic movement you should practice. Practicing the legs movement should be only until you KNOW how to manipulate your lungs and upper body (practicing legs movement is fairly easy)
@TotalImmersionIsrael Can you please explain "manipulate the upper lungs" more? I use so much energy doing the Fly that I'm not even able to do two lengths.
