No action in 5 Months? I hope you got funded. I think this is a great idea. With a little stretch of the imagination, i could see the pressure put on 911 services to provide video for the disabled.
I think that it would benefit people in both wealthy and developing countries. For example, 3G telephone networks will soon be rolled ot in India and China. A large proportion of people in both of these ountries live in poverty, yet this service can be available to them.
My concept is not aimed at 'wealthy' people or countries, as it can help people around the world in the long run.
Many technologies are available in certain countries before others. 3G networks were available in Japan 5 years before USA. They are being made available in many poorer countries now.
I hope that this technology can help the vulnerable wherever they are. Please have a look at my website for more details of how the system could help special needs groups

Moreover, with an increasing number of cheaper entry level 3G mobile phones (ie. LG and Huawei models) now available, accessibility is becoming less of an issue.

In some places right now typetalk or SMS can be used to contact emergency services, but this is slow and not really a good way of communicating. Sign language over video should be available.
