According to Nicholas Schaffner's "The Beatles Forever," a very detailed biography of the Beatles, this is all about Allen Klein, who John felt used and betrayed him. Klein was another father figure who let John down.
This isn't the first time John Lennon has re-written something shamefully similar to another song (How Do You Sleep?) but I always love it when he does it XD John Lennon is great, and he can do the same music and lyrical concept twice and it's still entertaining.
You're right about that. And 'How Do You Sleep' is a great song, but the whole thing was a jab at McCartney. Some of the lines were even left out of that one, because they were too personal. 'Steel and Glass' was a sequel to that song, but this time directed at their former manager Allen Klein. He probably used the same riff/melody because they both had the same theme, and were directed at the two guys he felt were responsible for breaking up the Beatles.
Ironically, it can be taken that way, being that a few of the lines can apply to him as well (notably "your mother left you when you were small"), but from all the info that's out there, most sources claim it's about Klein. Go ahead and google 'Allen Klein Steel and Glass' and there's quite a bit of info on it. The song "You Never Give Me Your Money" off Abbey Road is generally believed to be about him as well. McCartney actually sued Klein to break his grip on the band.
