Never. We admit democracy is taking a bashing but it will evolve to a more efficient form of democracy. One that represents the people. Only the people can be responsible for this. A State of Emergency has to be Declared in order for the Army to be deployed and once they are deployed Citizens rights well go out the window this is what they are trying to avoid.
