Interesting someone should say men are more likely to dance w a less experienced dancer. I have no idea if that is true or not (I guess we would have to do a blind study). I do remember thinking that, for various reasons, men sometimes might ask women because they were *not* the most experienced in the room. As for asking strangers to dance, as a visitor I've had different experiences in different communities. But just one friendly person coming over to say hi always seems to make it better.
Dancing with those who are familiar and avoiding those who aren't is behavior of both men and women. And therefore it doesn't explain "why men dance and women sit". There are many factors involved in dancing with someone or not. And there are big individual differences with regard to all those factors. One factor is that men are more likely to dance with a less experienced dancer than women. Do the math: women will more likely choose to sit out the tanda.

a "compulsory" dance!??! - those 2 words don't go together! - everyone has the FREEDOM to dance with WHOM ever and as litlle or as much as they like! No questions asked!
(that's why we call it LIBERTY of CHOICE btw)
and WHY would any lady be sitting around instead of asking men for a dance? - she has AS MUCH chance to get rejected as any man asking for a dance....happens to all equally.
@camilivel Compulsory dances are those with your friends from weekly class. There is also "legacy dance" with those who danced with you when you were a beginner and gave you charity dances.
