Rule of thumb. Outwear like pants, shirts, and socks, or plain colored or mono pattern linens can be outside. Undergarments remain uncercover. Do that and most neighbors will not complain if you show a strong effort to keep things minimized to a corner of the yard away from prying eyes or put lothes in the center of a clothes line with a parrellel line with a long plain linen in front of it. Most neighbors will be fine with that.
