There are libraries for a lot of sounds you hear in games, movies, and so forth. That explains why certain sounds (for example, Doom doors) get recycled around - companies purchase the same libraries.

Of course. It's a stock sound-effect; you can hear it in dozens of things. Goldeneye wasn't the first thing to use this sound, and it surely doesn't own the rights to it.
This sound is used in the 1980's G.I. Joe cartoon. Goldeneye definitely did not use it first.

I call that sound effect "the elephant". Maybe it had to do with my old TV's crappy speakers but I heard it, it sounded like an elephant trumpeting.
