Not only is that completely NOT safe for the pet, why on earth would ANY educacated Veterinary professional do a scaling on a dog with no gloves on? Those scalers are very sharp, and if the dog moves the wrong way you could lacerated his gum tissue, lips, even puncture an eye if they struggle. And the chance of that bacteria enering the handlers blood stream through wounds, scratches, or even a hangnail are tremendous.
