Though this is the first time I have seen this inventor's plans, I did extensive research into this effect some years ago, and I will say this looks like it may have merit and it might work.
Something I realized early on when I did research and experiments into this effect, is that the rotors used to counter the down pulls and side pulls need to be designed so that force is somehow kept, and not lost, but redirected to help with the up pull. :)
