I believe what the guy is trying to say is that in the unlikely chance that a disaster were to happen during one of those weekly tests, people would not know.

By the way, since the cold war is over, are these sirens being used for any type of severe weather, such as tornadoes, floods, or tsunamis? California rarely ever gets tornadoes.
The western and northern part of San Francisco is on the Pacific Ocean and is subject to tsunamis anywhere in the Pacific. Beyond that, the system is set up to alert people on what to do after a severe earthquake. Although I think the shaking ground might be a tip-off.
If earthquakes could be predicted, they could go off before they happen, which they can't be predicted. What would people do after a severe earthquake? Back in April, there was an earthquake in Illinois, not a severe earthquake, but it shook Cincinnati, where I live, and all I did was stay in bed.
About 6 or 7 years ago, I have some relatives that live in Buffalo, and my uncle had spotted a funnel cloud when playing golf with friends. I'm not sure if it ever touched down as a tornado. Also, parts of Erie County have sirens, but they're only used for Volunteer Fire Departments.
It is so hard to hear what the guy (the mayor?) says on the broadcast, I hope it's louder if there were an actual emergency.
