There are two crimes being committed by the mugger (theft and threatening to end someone's life (which honesty I don't think you can put a price on)), vs just the theft (granted, the amount taken is much more).
Laws can't be perfect I'm afraid, but I have to agree they are set up quite well.
Another example of how laws are "unfair": person A kills 5 people, and person B kills 50. They both get the same punishment, which is the death chair. Fair? That's all subjective...

Look at Mexico, one the highest crime rates in the world, they don't allow guns yet the criminals own them and know that honest citizens can't defend which gives a greater incentive for criminals to commit a crime. Further more, he was born in Hawaii. If you come up with the argument that its not legit because of some discrepancies.
