Ah, so it IS a mall? :( sad news is, it's private property and therefore subject to the property owner's rules and regs. The moment a mall security guard tells you to leave, you are officially trespassing and CAN be arrested. I worked mall security, and that's the way it was at least at THAT mall. We had to have church groups escorted off the premises by police. They WERE JWs. There is expressly no activism on private property :( bad for PR. There will never be a mall that will permit you. ;_;

Philadelphia is unique in probably the whole country with its Civil Affairs division of the Police Dept. Put their number on your cell phone and give them a call next time you plan on leafletting or anything LEGAL. They'll come out and protect you.
