I heard that official website says that she was sent to mentla clinic.

I wish there was another season or movie with Ursa's return. Even though she had appeared only in several scenes, she was the biggest trigger for Zuko's and Azula's actions. I believe that she could bring Azula back and maybe even make her a better person.
