Judging by how the guy is instructing the crowd to give off certain signals, I think he's self controlled. The system needs certain input.

On the other hand, understanding "who Franklin was" is a bit too much, maybe the system does recognize questions though

BUT seeing as how the guy needs to REPEAT the question because the bot doesn't get it the first time, I think he's self controlled. A human operator would answer first time around and there's no need to trick kids into that.

i think the eyes is the camera and its sends what its see to a computer with an operator witch tells wall-e what to do, and i think there's a mic where it also sends what it hears to a computer with an operator and maybe the words wall-e is saying is porgramed so its limited like the whistles and other sounds or words he makes.
