Half price or lower bottles of water would be good for hot games.
I've never seen anyone get stopped for bringing in a 2 litters or a gallon of water.
The main thing is that people need to be educated on how to prepare. Drink a lot of WATER (not alcohol) a couple hours before the game and then bring at least 2 litters with you.
