Haiya...actually LOAN SHARKS are not to be blamed for all this. Many of these runners are debtors themselves and been forced.
First of all, if u borrow , u got to pay up and of course LOAN SHARKs wont do this to u.... However i got to say its the irresponsible debtors that cant pay up that is at fault. Cant pay up and still implicate others.
What abt the Housing Agents? They shld be at fault, too? If the Owner of the house are new tenants, what can they or the law to protect themselves from further harrassements?

painters/locksmith are the outsouce,.. its throug a bank acct..sms of address..
the loanshark dont use they own runners for that purposes...
loansharks protect their runners...

At the first place, they should expect such things if they as borrower defaults on payment..
