i've managed to make a cats costume out of £40(thats $80)

, well making a cats costume, but i've bought all the stuff and it was just under £40

It can take a bit of time, considering you have to order the unitard and buy the stuff then construct the costume. Can add up to about $100, if not more. I can send you a site link that can show you how to make a costume if you like =)
