BEcuse he was blown up and brought back to life by wiel. Multiple things could be wrong. IT could be the copy x in this game is a copy of copy x, it could be his speech system(s) were not completly repaired, mayeb his speech part(s) were damaged byond repair and wiel did the best he could. Most liely wiel just didn't repair it becuse liek dr. willy i'm sure weil only sees combat use in a robot as important.

Weil rebuilt him. Weil left a flaw in every reploid he ever rebuilt, revived or remodeled. All of the Judges have a flaw (he thought Foxtar was a GIRL and remodeled his body into a female form!), all of the Einherjar have a flaw (or are nuts), and Copy X mk II's is the stutter.

Falcon armor indeed, but really different in the x series. the angel wing copy X is his finalform. the real X never reavl a form like this. only his clone acess the finalform.

You should memorize his attacks paterns, when he´s dashing in the air, jump and he will go higher so you just fall and avoid him, I use the Z-Saber with the Sabras Cyber-Elf, it does more damage.

You get the EX skills by beating bosses while you have S-rank
