Good catch! Yes ShoreTel 12 has increased the size of an install. With respect to target market, segmentation and adoption I suspect that the 250-500 desktop, 3-5 site (250-1200) is a sweet spot for ShoreTel, but that is just an opinion not based on any research.
might be worth noting that as you know, shoretel 12 has 20,000 users capacity! makes me laugh..people going "oh shoretel only takes 10,000 users/20,000" and it's like...cmon how many people really use all of that?
