this scene disturbed the hell out of me. the way they walk him past the severed limbs on the floor and act like it's NORMAL? that's psychotic... that's messed up. and it's super disturbing.

You see this effect in the nurses mostly in Silent Hill 2 (though the staccato movements are used by other monsters in the series). The influence this particular scene had on the series is actually more based on the juxtaposition of the claustrophobic hallways and the sound of someone banging on metal that gradually gets louder.
The gore and visual aesthetic of the Silent Hill series is more or less inspired by Francis Bacon's paintings.
I love that idea. A hospital is a place where one is supposed to feel safe and clean. Instead you see people in pain and anguish, chunks of flesh on the floor, blood and decay. Good stuff.
