The best way to beat this part of the game is to have any handgun and have the other person grab her then fire on the spot on her chest that needs to be taken off. when it is a big spark then you can take it off like at around 3:10.

You have to fully upgrade the revolver that you find in chapter 3-1, then you can buy the .500 magnum/handcannon in the store(it costs a lot of money to buy it, and a lot more money to upgrade it)

put handcannon on AI

you use stun baton on jill

grab her, sheva shoots

3-4 shots with handcannon depending on what difficulty will be fine

handgun shots take much more shots lol
