Thats an effect from NewBlue, it something you can add on to sony vegas (I guess) for video FX and its called film express. ^^

either 1280 x 720 or 640 x 360 P:

if your using 640 x 480 footage, just go to pan/crop > right click > match output aspect

if it pans too much then go to track motion and stretch it until it fits P:
