This is very similar to the bells that were fitted to most ambulances where I come from up to and including the early 1970's. As I recall the Police had a higher tone ring to their bells normally on the old Wolsley cars, whilst the fire engines had bells that were a slower clang clang clang. This was at the time that all Police cars were black, and some fire engines had the ladders with big wheels attached to them.
