  • @mtpleasantries Well of course me saying it doesn't prove anything, but take a look at any PK kick saved in the past 5 years, and give me an estimate of how many keepers stayed on the line until the ball was kicked. I'll give an over-under at a generous 20 percent. With every law, there is some leeway that can be given at the ref's discretion. Fact is, the law is the law, but as with real life, many laws can be bent. So, as a debunker, you might want facts to back up your debunking ideas.

Granted the USA goalie was coming out further than the CHINA goalie...but CHINA goalie was still, coming out...prior to the kick..

  • Delusional. I've been a FIFA referee since 1983 - it was illegal then and it is illegal now. The sole purpose of the line judge standing at the point that the goal box and the goal line meet is to make sure that the goalie does not move until the ball is kicked. I've stood there myself probably a hundred times. People complained about it in 1999 and have continued to mention it in various news articles up to and including today. What she did was called cheating - whether or not called.

  • @ulricksw exactly correct. tired of revisionists trying to make it okay; it was not. i would have been much happier had the usa lost but played by the rules. it reminds me of when derek jeter took first base on a hit-by-pitch - but he was not, and he knew it then, and admitted later. he should have declined the base. integrity is so much more meaningful than a w...there are a plethora of ws but a dearth of honesty...

  • Was within the rules then, as most people have pointed out. Still, I actually think they should be allowed to anyway. The Brazilian goal keeper was doing a more subtle (though pretty noticeable) thing of coming out just before the player kicked. I think penalty kicks are extremely unfair to the goalkeepers. Either move the ball back a few yards or do it like they did in the NASL in the '70s.

  • There is a New York Times article from 1999 that discusses the incident, there was no suggestion that this was allowed as part of the rules back in 1999

    If you Google "Brianna Scurry Cheated" you'll find lots of hits that discuss this incident; they all agree that it was cheating, even Brianna admitted it herself?

  • So to summarize:

    - There has been no change in the rules since 1999.

    - There has been a change in the way they are interpreted, to allow goalkeepers to move sideways before a kick is taken.

    - Some other keepers in the late '90s used to get away with diving forward a little early

    Think about it- if all goalkeepers had been allowed to run forward after the whistle had blown, they would all have run up to the penalty spot, why would they wait on the line like a lemon if that was allowed?

  • The interpretation of the rule in the past used to be that the goalkeeper has to remain motionless until the ball is stuck. That was clearly a bad way to enforce the rule, as the goalkeeper has to begin to dive as the ball is being struck, so nowadays the interpretation is more realistic: the goalkeeper cannot move forward from the goal line until the ball is struck.

  • The saved penalty should have been retaken, end of story.

    The rules about penalties haven't changed in many many years. The way that they applied _has_ changed in the last 20 years or so; keepers like Taffarel (late'90s Brazillian keeper) used to get away with jumping a little way forward before the ball was kicked, but even he didn't run 3 or 4 yards like the US keeper.

    I think the only reason that the ref didn't clamp down on it here is that no-one ever broke the rule that blatantly before.

Even if it was illegal to move off the line before the player strikes the ball, goalies do that all the time even now.  It's up to the referee to call a re-kick. Just like it's up to the refs to call an offside. Team who score what turns out to be offside goals aren't cheating, are they? No. But the USA get this special harsh judgment from haters. Nothing more.

People do as much as they can get away with in order to help them win the damn game.   • @macgregor322 Apparently, citing that you're a certified Fifa ref makes you one, and that somehow is supposed to lend credibility to your claims. The fact that "everyone does it" certainly doesn't make it right. Would Liu Ying have made the shot even if the goalie didn't make an illegal move? Possibly not. But now we'll never know.

  • stepping up from the goal line after the whistle was blown was legal then for goalies, now it isn't allowed. So no, the US didn't "cheat their way to victory." If it happened today she would have retaken the kick, but it happened over a decade ago before rules like that were put in place. China's goalie could have done the same thing.

  • @sunnyliv123 Sorry, but that's not true. In 1999 the goalkeeper was not allowed to move at all before the shooter touched the ball. Since then the rules were changed to let the goalkeeper move laterally across the line before the shooter connects, but s/he is still NOT allowed to move towards the shooter. Scurry was miles off her line illegally :-(

  • people if im not mistaken this took place in 1999 and by then it was valid for a goalkeeper to step up from the goal line...if the USA goalkeeper would have done the same years later it would have been fault and the oponent player would have had the chance to re-do the penalty

  • @gobbogabbs you are mistaken, along with everyone else who says it was ok then. I remember watching the game, being a certified FIFA referee at the time, though I was quite young and thinking "she can't do that..."

    but she did and they won and scurry herself admitted that it was against the rules afterwards. I lost complete respect for women's soccer that day. Game was boring too.

  • I'm American and even I feel that Ying should have been able to retake that penalty. She clearly committed a foul by running off the line, a few good feet mind you, and it drastically closed off any angles for goal.

    Probably would have changed the shoot out situation drastically.

  • On the save U.S. goalkeeper Briana Scurry made on Liu Ying’s penalty to set up the win, she dramatically cut down the angle by moving well forward before Liu kicked the ball, against the rules but somehow the save stood. So I would say that the U.S. cheated their way to victory...

  • For many years, I have always thought of that missing penalty kick by China's Liu Ying. I still believe that the U.S. goalkeeper fouled as she moved from the goal line before Liu shot the ball. I think the referee should have allowed Liu to retake the penalty kick.

  • Man, are people STILL aching about Scurry and the goal line? Calls get missed in sports; it happens. In the NFL there's been legitimate touchdowns that weren't allowed. In the Majors there's been runners called safe at the plate even though they were tagged out. How many goals in the NHL were scored with high sticks? Plenty. And lord knows the NBA has missed a few traveling calls.

  • Sure it was a great win but the ref. should have called back the save by the US goal keeper. The rules says "The goalkeeper must remain between the goal-posts on his/her goal-line until the ball has been kicked".

    She was way off the line (for all the kicks).

    

  • You know the funny thing is here in the United States, our Men's soccer team is not really that great. But our women's soccer team is one of the best in the world. In fact, a lot of the most popular superstar soccer players in the United States are women soccer players. There aren't many star men's soccer players if not any at all.
