And so many of these costs could have been avoided if the Army Corps of Engineers levee system had been built to withstand a Cat. 3 storm. And so many deaths would have been avoided if the levees did their job and if FEMA responded immediately to Americans in need as it did during the Northridge, CA earthquake, the San Diego Wildfires, 9/11, and the Oklahoma City Bombing.

@sfgiants3 That is very true. The entire system had a breaking point, which lead to a complete disaster. We mustn't skimp on funding that goes towards protecting a countries most valuable asset, it's people.
