Had this problem with my laptop DV-6 3143us with an Ati HD5650. Tried darn near everything. Was considering reinstalling windows, and a bunch of big games, updates, etc (a ton of time). i unistalled my graphics driver and used driver sweeper. Saved me a HUGE headache.
@evans387 I downloaded "driver sweeper". It completely removed the drivers. I guess sometimes when installing a gfx driver update, not all the old files are removed or something. Then you just install the latest (or best) gfx driver.
I'm using HD6870 and its doing this shit too, its damn irritating, just reinstalled the drivers too, didn't show this when i was using a crappier nvdia card
@OPmind. I tried your solution, it didn't work. I did get it resolved though by installing ATI 10.8 drivers (after a clean uninstall using Driver Sweeper). Also, if any has problems with their primary monitor being at 50% brightness in 10.7 or 10.8 driver sets, do a factory restore in CCC to fix that problem.
I'm running two HD 4850s in CrossFire. I suspected overheating at first but it wasn't. My cards were around 50 Celsius at full load.
Reinstalling the drivers normally doesn't fix the problem.
To remedy this situation, install Driver Sweeper, boot to Safe Mode, delete all graphics driver entries. Reboot into Windows normally and install the latest drivers.
@MaxxPowers416 Hey thanks for the info, but for everyone else experiencing this issue, I'd just like to emphasize that this fix won't work unless every last driver entry is cleaned using DS. I only removed "file" entries at the risk of destabilizing my gpu, but the issue persisted. Like Maxx said, ALL entries must be cleaned.

VERY SIMPLE SOLUTION TO THIS PROBLEM:
If you have an ATI Radeon Mobile graphics card, simply:
-uninstall all your Radeon drivers and ESPECIALLY the Catalyst garbage
-check your device manager's Display Adapters and make sure radeon is not listed (so you know everything is uninstalled)
-restart your computer
-if it's windows 7, it will reinstall the graphics drivers without Catalyst (good thing)
-play SC
if it's vista/XP, download the drivers without Catalyst from the AMD website

found a solution on the blizzard forums and it really worked and solved everything
"1. DL Driver Sweeper
2. DL latest Drivers with CCC(don't install yet)
3. Run the driversetup so you can uninstall existing drivers via the CCC install/uninstall.
4. Restart computer into safe mode
5. Run Drive Sweeper and delete all ATI driver remnants only
6. Boot into normal mode and install new drivers and CCC then restart again
7. Profit"
