Easy :P Using Photoshop, I traced the outline of their eyes and filled it with straight red. Then, I used the "Outer Glow" effect to give it that diffuse halo.

Thanks for commenting! If there is a way to do it within Garry's Mod, I haven't discovered it yet. I know that I could use a video capture program like Fraps or something, but I don't think it's a built-in feature of GMod.
