In actuality, even though she's Level 9, she's really not that much stronger than the others. Her attack is FAR weaker than either Reimu or Marisa (and Aya later on), and her only upside is her specials, which the other 2 can deal more damage with theirs than Cirno. The only upside to Cirno right now is her summoning.
